UEFA to fine Chelsea for breaching financial loss limits after £200m women's team sale excluded from earnings under football rules

Chelsea are expected to receive a financial penalty from UEFA after breaching the governing body’s financial loss limits for the 2022/23 season.

According to Evening Standard, Chelsea exceeded UEFA’s permitted financial threshold, partly because the club was not allowed to include income from the sale of its women’s team to a sister company. The deal was valued at a record £200 million but does not count under UEFA’s rules, despite being permissible under the Premier League’s regulations.

The governing body’s Club Financial Control Body (CFCB) is finalising disciplinary actions against multiple clubs. Alongside Chelsea, Aston Villa are also expected to receive fines as first-time offenders. In contrast, Barcelona could face stricter penalties after violating the same financial rules for the second year in a row.

A potential outcome for the La Liga champions includes limitations on their Champions League squad registration or even a points deduction during next season’s tournament.

“Chelsea confirmed that they had entered into discussions regarding mitigating factors affecting their regulatory submissions,” the club stated in April.

UEFA allows clubs to lose up to €200 million over three years, but deductions can apply for investments in facilities, youth development, and women’s football. In Chelsea’s case, UEFA did not allow the women’s team transaction to be counted as earnings.

The final ruling from UEFA is expected later this week once the CFCB concludes its investigations.

Meanwhile, Crystal Palace representatives were also in Switzerland this week, meeting with UEFA over multi-club ownership rules that may affect their eligibility for European competition next season.
